  • The project was recently visited by SWPC’s CEO, Eng. Khaled Al Qureshi, together with Tedagua’s CEO, Javier Hidalgo, as well as representatives from Tedagua, Grupo Cobra, and other stakeholders involved in the initiative.
  • The visit confirmed that the project is meeting its commitments in terms of schedule, quality, and safety, in what is considered one of the most iconic water infrastructure projects currently under development in Saudi Arabia.

The Rayis–Rabigh IWTP (Independent Water Transmission Project), led by Tedagua through its parent company Grupo Cobra and in consortium with the Saudi firm Alkhorayef Water and Power Technologies, has now entered the final stages of construction ahead of commissioning. 

The Rayis–Rabigh IWTP involves the construction and 35‑year operation of the water transmission system between Rayis and Rabigh for SWPC, the state-owned company responsible for developing and managing public–private partnerships in the water sector. The new infrastructure will connect the industrial hubs of both cities, located north of Jeddah, enabling the distribution of desalinated water to the Makkah and Madinah regions. The system includes a 151‑kilometer carbon steel pipeline with a diameter exceeding two meters, a reversible pumping system with a 500,000 m³/day capacity, two reservoirs with a combined storage volume of 170,000 m³, and a 13 MW photovoltaic plant. The project also integrates energy‑optimization initiatives through the use of renewable sources, enhancing operational efficiency and reducing costs. 

To mark this milestone, the project received a visit from Eng. Khaled Al Qureshi, CEO of SWPC, accompanied by Javier Hidalgo, CEO of Tedagua, along with representatives of Grupo Cobra and other partners. 

During the visit, SWPC’s CEO acknowledged the significant effort made in recent months by the entire project team to reach its current level of progress, ensuring all planned objectives and required standards were met. The event also included the launch of a green initiative—symbolized by the planting of the first tree—to contribute to the Kingdom’s Vision 2030 environmental goals.

For both Grupo Cobra—as the concession leader—and Tedagua—as EPC and O&M lead—the Rayis–Rabigh IWTP is a strategic project that strengthens their presence in the country, drives technological development, and reinforces their commitment to flagship initiatives supporting sustainable development in integrated water infrastructure. The project is designed to help guarantee reliable access to high‑quality water for future generations.
